Digital certificates will be required for any person who needs to digitally sign or access documents and files. Each person will need to have their own private key to sign and encrypt the documents. People who receive the documents and files will need to have a digital certificate containing the public key of the person who signed the documents and files. The public key is used to decrypt the documents and files and serves to authenticate them.
